1. Stir together sugar and cocoa in a medium bowl.
2. Add the egg yolks and blend with an electric mixer.
3. Add the cream a little bit at a time, beating well after each addition.
4. Chill the mixture in the refrigerator.
5. While the cream mixture is chilling, grate the chocolate chips in a food processor until fine.
6. Stir the chocolate into the cream mixture.
7. Freeze in the canister of the ice cream maker according to manufacturer's instructions.
